78th CISM General Assembly & Congress - Moscow (RUS) - Updates

BRUSSELS (BEL) - The 78th CISM General Assembly and Congress started on Monday, April 24, 2023 with the second CISM Board of Directors (BoD) Meeting held simultaneously in Moscow and Brussels.

The first session of the CISM BoD Meeting started with a presentation by Colonel Dirk Schwede, CISM Acting President, and a report by Captain Roberto Recchia, CISM Secretary General, on the work of the CISM General Secretariat during the last months. The Vice Presidents of the four CISM continents (Africa, Americas, Asia and Europe) also presented a detailed report on the activities of their respective continents.

Afterwards, Colonel Sven Serré, CISM Treasurer General, represented by Mrs. Ariane Morlet, CISM Finances Director, presented the financial report of the organization as well as various decisional files related to the 2023 and 2024 budgets.

Then came the reports of the different CISM commissions presented by their respective presidents: CISM Sports Commission report by Lieutenant-Colonel Jure Velepec, CISM Regulations Commission report by Colonel Steven Rosso, Solidarity Commission by Colonel Joseph Bakari, Women in CISM Commission report by Captain Rebeca Dominguez, CISM Strategic Commission report by Colonel Dirk Schwede and Commission for Verification of Credentials report by Colonel Leonardo Perdigão De Oliveira.

The last four topics of the day were Strategy and General Affairs, Sports, World Games and Academic Department. Colonel Clayton Pontes, the CISM Strategy and General Affairs Department Director, presented his report on the CISM Strategic Plan, as well as various issues related to elections and the CISM statutory calendar. Lieutenant Colonel Jan van den Dool, CISM Sports Director, then presented his report from the Sports Department, which also included a presentation from the PCSC Representative, Colonel Nilton Rolim, and topics such as the CISM Sports Calendar, the situation of the PCSCs and the CISM Sports Brochure 2022.

The Games Director, Colonel Joseph Bakari, then took the floor to give an overview of the situation regarding the various upcoming CISM events such as the 2025 Winter Games, the 2024 Cadet Games and various decision and information files. The Russian Delegation presented its final report of the CISM Cadet Games 2022 as well as Colonel Bakari with his evaluation report of the 3rd CISM Cadet Games 2022 and the CISM Committee Evaluation Report on 4th Cadet Games 2024 Venezuela.

The first session of the CISM 2023/3 BoD Meeting ended with the part dedicated to the academic department led by Major Jefferson Martinez Monjardim Couto who presented the updates related to the CISM International Symposium 2023.

On the second day of the 78th CISM GA and Congress, the CISM Delegates took part in the Opening Ceremony of the event, the Commissions meetings, the PCSC Meeting and the Continental meetings (Africa, Americas, Asia and Europe).
